#SB154-RGGI repeal attached to Shoreland Protection Act! Pass the political football. #nhhouse #nhpolitics

SB 154-FN, reforming and renaming the comprehensive shoreland protection act.  MAJORITY:  OUGHT TO PASS WITH AMENDMENT.  MINORITY:  INEXPEDIENT TO LEGISLATE.

Rep. Kenneth L Weyler for the Majority of  Finance:  Extensive work had been done on the shoreland protection act, especially changing its emphasis to water quality protection. The Finance committee examined the fiscal aspects of the changes, and found that they did not add to the costs of enforcement.  However, two minor changes were made.  One change was to make it effective upon passage rather than 60 days after passage, so that the enabling of rules would not expire on June 30.  Another was to change the word “and” to “or” to make one paragraph clearer.  A major change in the amendment was to amend HB 519, repeal of RGGI language to the end of the bill.  This verifies the position of the House in a related area. Vote 20-6.      

Rep. Robert A Foose for the Minority of Finance:  The minority cannot support the inclusion of the language of a bill that the House has already voted on and sent to the Senate. In approving the amendment that inserted the RGGI legislation, the committee is resubmitting the same RGGI legislation in a bill that had careful and extensive work in its preparation.  As a result, approval of this bill would create a political football rather than a thoughtfully crafted and necessary improvement to the Shoreland Protection Act that enjoyed bipartisan support.
